A central concept of charter schools is their accountability; however, setting expectations for charter schools, gathering information about their performance and using information to make judgments on schools’ progress is challenging. To help charter school authorizers address these challenges, this paper reviews how to create accountable systems and reviews approaches used by other charter-granting agencies to address these issues.
