Recruitment, Training and Support

About the Authors and Resource People:

The authors of this tool are Judith Goodhand, Denise Goodman, Kathy Bonk and Joanne Omang.

Judith Goodhand is Clinical Associate Professor for the School of Social Work at the University of North Carolina/Chapel Hill. She works as a consultant with the Annie E. Casey Foundation and the Jordan Institute for Families, and serves on a panel overseeing settlement of the Marisol lawsuit against the New York City Administration of Children Services.

From 1992 to 1998, Goodhand was Executive Director of the Cuyahoga County Department of Children and Family Services in Cleveland, Ohio. She directed an agency reorganization that developed a new model of foster care involving family, child, foster family, community members and providers in placement decisionmaking and in all aspects of the child welfare process. It also assigned staff geographically and formed partnerships in child protection with neighborhood coalitions.

Before coming to Cuyahoga County, Ms. Goodhand was acting Executive Director at Lucas County (Ohio) Children Services. She has lectured at numerous universities, served as a trustee for the Public Children's Services Association of Ohio, and was a member of the Ohio Family and Children First Council. Her family includes three daughters, a son and seven grandchildren. She was a foster parent for many years and is an adoptive grandparent.

Denise Goodman, Ph.D., is an independent trainer and consultant. Her professional career of 23 years has included experience as a youth leader, protective services caseworker, Residential Treatment Coordinator and foster parent. She is a member of the Family to Family Technical Assistance Team that works with agencies nationwide in recruitment, training, preparation, support and retention of caregivers. She develops curriculum for and trains social workers, supervisors and caregivers. Her publications include a chapter on adoption practice in the award winning Field Guide to Child Welfare.

Kathy Bonk is Executive Director of the Communications Consortium Media Center (CCMC) and a former foster parent. She is a member of the Family to Family technical assistance team and has been working in the area of child welfare reform since 1987. She served as a consultant to the Edna McConnell Clarke Foundation on its intensive family preservation services program and also to the W.K. Kellogg Families for Kids initiative on adoption reform. Both efforts resulted in major policy changes and new federal programs to support child welfare agencies.

Joanne Omang is a former reporter, editor and correspondent for The Washington Post. Now an independent consulting writer and editor, she has published one novel and is working on others. She served as editor for all of the tools on the Family to Family series.

The Communications Consortium Media Center is located in Washington, DC and is a nonprofit media group dedicated to helping foundations, non-profits and government agencies use media and new technologies as tools for public education and policy change.

CCMC has worked with child welfare agencies in 25 states and has related programs in the area of juvenile justice, child care, learning disabilities, devolution, health care reform and Census 2000. Members of the staff conduct media training programs and provide help in the development of strategic communications plans.
