Family to Family has provided a common framework for child welfare reform in 17 states and nearly 80 sites across the United States since 1992. At present, Family to Family technical assistance and grant resources have been directed to 18 "anchor" sites in each region of the country with the goal of helping these sites achieve comprehensive, positive change in child welfare practice and outcomes. The designated anchor sites are as follows:
- Pacific Region: Fresno, Los Angeles, Oakland, Orange County, and San Francisco, California;
- Mountain West Region: Denver, Colorado; Phoenix, Arizona;
- Northeast/Midwest Region: Cleveland, Ohio; Detroit and Macomb, Michigan; New York City, New York; and
- Southeast Region: Greensboro and Raleigh, North Carolina; Louisville, Kentucky.
