Detention Reform in Rural Communities
Although their landscape and culture differ from those of city and suburban children, rural youth suffer similar emotional and behavioral problems and get embroiled in the juvenile justice system at similar rates.
Consequently, as JDAI continues to broaden its reach throughout the country, it has become important to explore the special needs of rural communities and the challenges to implementing detention reform, such as geography, transportation and low population density.
“Detention Reform in Rural Jurisdictions: Challenges and Opportunities”, the latest volume in the JDAI: Pathways to Detention Reform series, details a variety of special techniques, tactics and strategies that can help rural areas accomplish detention reform effectively.
The report highlights:
° The importance of focusing on rural detention reform;
° Five principles to guide detention reform in rural areas;
° Unique characteristics of rural communities and rural youth;
° The particular issues that may make rural detention reform more difficult;
° Profiles of two promising rural detention reform efforts (in Illinois and Oregon);
° Lessons learned from implementing detention reform effectively in rural areas and ways in which rural counties can boost their detention reform efforts; and,
° Summary of key lessons, paying special attention to the critical role of leadership in jumpstarting, spearheading and shepherding detention reform efforts in rural regions.
