Washington Study Finds JDAI Sites Perform Better than Non-JDAI Sites
JDAI sites were more successful than non-JDAI sites in reducing average daily detention population, average length of stay and admissions, according to a report by the Washington State Center for Court Research. The results indicate that by all measures of detention utilization, JDAI sites achieved reductions at least twice as great as the non-JDAI sites.
JDAI sites collectively represent about one-half of Washington State’s youth population ages 10 to17 and approximately one-half of Washington’s juvenile referrals.
The report compares outcomes at JDAI sites in Benton/Franklin, King, Mason, Pierce, Spokane, and Whatcom counties to the remaining counties, none of which participate in detention reform. The authors conclude that counties not participating in JDAI saw an increased rate of detention admissions and average daily population relative to arrests.
Additional findings include:
- Since 2004, the average daily population in detention at JDAI counties has decreased by 23.3 percent compared to 10.8 percent for counties not participating in JDAI.
- The average length of stay in detention was reduced by 12.6 percent as compared to a 5 percent reduction for non-JDAI counties.
- Detention admissions decreased by 12.3 percent for JDAI counties as compared to 6.2 percent for non-JDAI counties.
- Counties not participating in JDAI saw an increased rate of detention admissions and ADP relative to arrests.
JDAI sites saw a decrease in admissions of 12.3 percent between 2003 and 2007, an average decrease of 3.1% per year. Counties that were not participating in JDAI experienced a decrease of 6.2 percent between 2003 and 2007, or 1.5% per year.
