In addition, the report examines the antecedents that continue to influence the juvenile justice system, including outlining the early system and its approach toward youth of color. The authors also investigate why a disproportionate number of minority youth are confined, and analyze the well-intentioned federal mandates that have largely failed to reduce these entrenched disparities in the system.
