Hosch Retires in Ramsey County
Frank Hosch, deputy director of the juvenile division in Ramsey County, Minnesota, retired after more than 34 years in juvenile justice. The JDAI convert served as director of the county’s juvenile detention center for nearly 20 years before moving to the juvenile division in 2003. The Minnesota native is credited with helping keep Ramsey County juvenile recidivism rates well below the national average.
Hosch helped implement JDAI in Ramsey County and firmly believes that community services are critical in helping youth avoid delinquent behavior. He worries about looming budget cuts: "I'm fearful that the economic downturn will force us to cut services and go back to the basics, which will be detention, institutional programming and limited probation services," Hosch said.
Replacing Hosch as the new deputy director of community corrections for Ramsey County is former Hennepin County JDAI Coordinator Michael Belton.
