Trine BechState: Vermont Position: Consultant, Social Service and Legal Systems Fellowship Class: Class 2/1995 Expertise: Trine Bech was a Family Court Magistrate before she became a Fellow in 1995. Prior to her fellowship she had a family law career in which she provided leadership for the creation of the Vermont Family Court. Since the fellowship she had continued with child welfare reform efforts in Rhode Island, Vermont,Delaware and Pennsylvania. Until recently she was leading implementation of the Philadelphia Commissioner of the Department of Human Services' system reform designed to improve timely permanency for children in out-of-home care. She then lead the integrated service reform for multiple social service departments within the Division of Social Services in Philadelphia where the reform is now framed within results accountability.
