Issue Brief: Reform the Nation's Juvenile Justice System A policy brief released by the Annie E. Casey Foundation calls on the Obama administration to reform the nation’s juvenile justice system. The Foundation urges the new administration to take advantage of the 2009 reauthorization of the Juvenile Justice and Delinquency Prevention Act to reduce the nation’s reliance on incarceration.
Policy-specific recommendations include:
- Restore the capacity of the Office of Juvenile Justice and Delinquency Prevention to serve as a catalyst for improving juvenile justice practices. Funding should be restored to 2002 levels or higher. Efforts should support proven strategies that cost less and enhance public safety. Outcome measurements should be required and a uniform data collection system should be considered.
- Focus the energy and resources of the Office of Juvenile Justice and Delinquency Prevention and other federal agencies on crucial and pervasive shortcomings in juvenile justice practice. Reducing racial disparities and combating abuse in juvenile facilities require immediate attention. Stop the trend in juvenile justice policy to fund and support strategies that are proven not to work.
- Improve the juvenile justice workforce by providing assistance in recruiting, training and retaining juvenile justice workers.
