Summary

On the Frontline, an initiative of the Annie E. Casey Foundation, aims to help caseworkers and their supervisors make better investigative decisions about protecting children and strengthening families. This evaluation examines the experiences of child welfare agencies in two counties — Cuyahoga County in Ohio and Jefferson County in Colorado — that began implementing the initiative in 2015.

In the early stages of designing On the Frontline, the Casey Foundation recognized the need to navigate three front end challenges facing child welfare agencies. These are: 1) the struggle to retain frontline caseworkers; 2) the absence of a systematic framework to help caseworkers and supervisors make informed, consistent decisions; and 3) the lack a systematic way to process feedback or use existing data to improve current practices and clarify policy.
