Todd Lloyd is a senior policy associate at the Annie E. Casey Foundation, where he leads national child welfare policy and advocacy strategies to improve outcomes for children, youth and families. His work spans federal and state policy reform, strategic grant making, training, policy analysis and coalition building. He focuses on strengthening families, advancing kinship care, improving foster care and expanding opportunities for young people transitioning to adulthood.
Lloyd leads strategies that advance priorities of Casey’s Center for Systems Innovation, including the Family Well-Being Strategy Group and the Jim Casey Youth Opportunities Initiative®, which contribute to the Foundation’s broader Thrive by 25 efforts. He also builds national advocacy networks and philanthropic partnerships that bring together state and national advocates, policymakers, researchers and people with experience in the child welfare system. These collaborations help translate evidence, innovation and promising practices into improvements in policy and child welfare systems.
Lloyd has nearly 30 years of experience in direct child welfare practice, program and systems development and public policy. Before joining Casey, he led child welfare policy reform and advocacy at Pennsylvania Partnerships for Children, advancing state and federal reforms affecting children and families. Earlier, he provided statewide leadership for training and consultation to Pennsylvania’s public and private child welfare agencies.
Lloyd began his career in county child welfare, working directly with children, youth and families and developing services for young people transitioning from foster care. He has developed child welfare policy and implementation strategies used by advocates and public systems nationwide.
