The Bal­ti­more Lead­er­ship in Action Pro­gram (B‑LAP) launched the Five-Year Action Plan for Achiev­ing School Readi­ness, a com­pre­hen­sive plan that, when imple­ment­ed, will put Bal­ti­more City on the road to mak­ing real and mea­sur­able gains in the school readi­ness of its youngest chil­dren, from birth to age five. For­mer Casey Foun­da­tion Pres­i­dent and CEO addressed their gath­er­ing in 2005.
