This implementation guide provides a road map for child welfare agencies, young leaders with foster care experience and other partners interested in bringing the SOUL Family framework to their jurisdictions. It describes four stages of implementation — exploration, preparation, initial implementation and sustainment — and identifies milestones, considerations and activities for each stage. The guide emphasizes that implementation is an ongoing process rather than a single event and that jurisdictions may move between or work across stages as they learn and adapt.
For each implementation stage, the guide provides expected milestones and outcomes, questions for implementation teams to consider and detailed activities to help jurisdictions move forward. It also draws on experiences from SOUL Family demonstration sites in Kansas and the District of Columbia.
