This paper outlines and describes existing core federal funding streams that can be blended at the state and local level to develop a foundation of fiscal support for services vital to sustaining the increasing number of special needs adoptions. This paper also provides a framework for states to maximize federal reimbursements for child welfare services by finding savings in state general funds.
