Using a unique consulting approach, the Annie E. Casey Foundation collaborated with Maine Office of Child and Family Services to drastically refocus their child welfare practice. The result: A reformed system that was more child-centered and outcomes-driven. Also included are data on key improvements, such as a 77 percent drop in residential placements and a 28 percent increase in kin placements over five years.
